  15. No More Mr. Nice Goh?

  17. <p>     Until he retired last November, Lee Kuan Yew was the only
  18. Prime Minister that Singapore had ever had since gaining
  19. independence in 1965. In the months since Lee stepped down, Goh
  20. Chok Tong, his handpicked successor, has been trying to emerge
  21. from Lee's shadow. In an attempt to establish his own mandate,
  22. last month he called a snap election two years before he was
  23. required to do so.

  25. <p>     The election, which the Prime Minister saw as a referendum
  26. on his relatively open style, brought him mixed tidings. His
  27. People's Action Party received 61% of the popular vote, 2.2%
  28. lower than the total accumulated by Lee in 1988. The vote was
  29. less a repudiation of Goh than a plea for a viable opposition
  30. to the country's ruling party.

  32. <p>     While Goh promised to make some modification in his open
  33. style, he vowed no drastic changes. But he might reform his
  34. party and bring it back closer to the grass roots. Had Goh been
  35. less liberal, less open, some analysts contended last week, he
  36. might have done better at the polls.
